Background
Although the United States has not used landmines since 1991 and has not produced any new landmines since 1997, the U.S. still has not joined the treaty and retains 10.4 millions of stockpiled antipersonnel mines for potential future use.
The U.S. is one of only 36 countries in the world that have not joined the Mine Ban Treaty—and is the only member of NATO that is not a signatory, and the only country in the Western Hemisphere, aside from Cuba, that has not joined.

The Obama administration launched a review of U.S. landmine policy in December 2009; this review – which the international community hopes will culminate in U.S. accession to the Mine Ban Treaty, has not yet concluded.
At the conference, campaigners urged the U.S. to accelerate their efforts toward conclusion of the process and submission of the treaty to the Senate for ratification.
