Background

General elections were held in Belgium on 13 June 2010. After the fall of the previous government over the withdrawal of Open VLD from the government the King dissolved the legislature and called new elections. The New Flemish Alliance, led by Bart De Wever, emerged as the plurality party with 27 seats, just one more than the francophone Socialist Party, led by Elio Di Rupo, which was the largest party in the Wallonia region and Brussels.

Nationally the two parties were almost even with 27 seats for the NVA and 26 for the PS, the remaining seats being split between ten parties. No agreement could be reached among the parties on a coalition to form a new government, and as of January 2011, the country is still being governed by the caretaker government.

About 50,00 people joined the "Shame: no government, great country" march in Brussels, organisers said. Police put the number at 34,000.

The NVA has been unable to agree on a government in negotiations with with Francophone Socialists, resulting in a deadlock that has lasted 224 days - a European record.

The stalemate has led to fears that the wealthier, Flemish north could secede.

After 588 days without a formal government, Belgium is set to emerge from its prolonged state of political paralysis with a six-party coalition.

Elio Di Rupo, the leader of the French-speaking socialists, will assume the mantle of prime minister on Monday, the first time in more than three decades that a Francophone has held the premiership. He also becomes Europe’s first openly gay male leader.

Now a deal should be struck in time for the bow-tied Elio Di Rupo, leader of Belgium’s Francophone Socialist party, to join other EU leaders at next week’s summit. Mr Di Rupo will be Belgium’s first French-speaking prime minister since 1974.

The man likely to be Belgium's next leader broke almost 500 days of political deadlock Tuesday, announcing far-reaching legal reforms to grant more autonomy to the country's Dutch and French-speaking regions and defuse their endless bickering.

The agreement appears to pave the way toward the formation of a new government led by Elio di Rupo, a French-speaking socialist, a development that comes amid growing concerns Belgium's financial health.

"The Belgium of today will differ greatly from the Belgium of tomorrow" if the constitutional reforms, backed by leader of eight political parties, can be enacted, di Rupo said. He said the deal came "in response to the deep-seated aspirations for change," notably in the Dutch-speaking region of Belgium.
